About Breton Strategy

A specialist consultancy built for the social housing sector.

We combine deep sector knowledge with rigorous analytical thinking to help housing organisations navigate their most complex strategic challenges.

Background

Our story

Breton Strategy was founded on a simple conviction: that the social housing sector deserves consultancy support that truly understands it. Too often, housing organisations receive generic advice from generalist firms that lack the sector depth to make it land.

We work exclusively with housing associations, local authorities and the wider housing ecosystem. That focus means we understand the regulatory environment, the pressures on boards and executive teams, and the complexity of delivering change in organisations where tenant outcomes are always the priority.

Our approach combines the analytical rigour of a top-tier consultancy with the practical, sector-specific knowledge that only comes from years of working in and around social housing. We are not just advisers — we are trusted partners who are invested in the long-term success of the organisations we support.

Founder & Director

Tom Way

Breton Strategy was founded by Tom Way, a strategic transformation leader with more than 12 years' experience helping housing providers solve complex organisational challenges, improve performance and deliver better outcomes for residents. Throughout his career, Tom has held senior strategy, transformation, innovation and operational leadership roles across major housing associations and local authorities.

Tom's experience spans corporate strategy, operating model design, service transformation, governance, customer experience, organisational effectiveness and regulatory improvement. He has led large-scale reviews of housing management, health and safety, lettings, allocations, repairs and procurement functions — working directly with executive teams to diagnose underlying organisational issues and design practical solutions that deliver lasting improvement. At L&Q, he played a key role in shaping corporate strategy, designing target operating models, integrating organisations following merger activity and supporting strategic decisions affecting thousands of homes and residents.

Tom combines practical housing sector experience with academic insight from his MSc in Public Policy & Management at King's College London and his BA in Politics from the University of Kent, drawing on public management theory, systems thinking and organisational design principles to understand not only what is happening within an organisation, but why. This enables Breton Strategy to move beyond surface-level symptoms and address the structural, behavioural and governance factors that drive performance.

What distinguishes Tom's approach is a belief that every housing provider is different. While many consultancies apply standard frameworks and generic recommendations, Breton Strategy was established to offer something more personal: tailored support grounded in a deep understanding of each organisation's context, culture, operating environment and ambitions.

Our approach

How we work

We believe good consultancy is built on honest relationships, clear thinking and a genuine commitment to lasting impact.

01

Sector-first

We work exclusively in social housing. That means every engagement benefits from deep, current knowledge of the regulatory landscape, sector trends and the specific pressures facing housing organisations.

02

Evidence-led

We ground our recommendations in data and evidence. We ask hard questions, challenge assumptions and make sure our advice is based on a rigorous understanding of your organisation and its context.

03

Practically minded

We are not interested in producing reports that sit on shelves. Our focus is on recommendations that are deliverable, and on supporting organisations to implement them effectively.

04

Independently minded

We tell clients what they need to hear, not what they want to hear. Our value lies in providing honest, independent challenge — even when that means difficult conversations.
